Japan's insurance industry was thrown into turmoil by the Financial Services Agency's (FSA) strict administrative sanction against Prudential Life Insurance. The business suspension order issued on October 9 has had a major shock effect both inside and outside the industry.

Gibraltar Life Insurance, which was subject to the same sanction, also remained at the center of daily news coverage as part of the Prudential Group. The sanction extends directly to the group holding company, Prudential Holdings of Japan, highlighting the reality that regulators' scrutiny has reached even top management. In the wake of this affair, major domestic life insurers, led by Nippon Life, were frequently brought up again as points of comparison. The Dai-ichi Life Group drew attention separately from this trend with its management restructuring in early October and group announcements. The non-life sector is not quiet either. Sompo Holdings showed its presence in its recent group and sales reports, while Tokio Marine Holdings reaffirmed its position in the large-scale non-life insurance field through its group financial and business updates. MS&AD Insurance Group and Aioi Nissay Dowa Insurance also maintained their visibility as key players in industry association announcements and regular reports, while Sompo Japan continued to be named in updates related to online sales and auto insurance.

The Prudential sanction set off a debate over trust across the entire industry, and as a result, the day became one in which the moves of major life and non-life insurers also drew attention. Regulatory risk, in effect, dominated the insurance industry's headlines.
